Whiteoak Canyon drops off the Blue Ridge from Skyline Drive toward Syria, and it has a trailhead at each end. The lower lot sits at the park boundary on Weakley Hollow Road. The upper lot is on Skyline Drive at mile 42.6. They are 3.7 miles apart in a straight line and about 85 minutes apart by car, because the fastest road between them runs north through Sperryville and climbs to Skyline Drive at Thornton Gap.
Pick your end based on where you are sleeping and how much climbing you want.
From the bottom: the easy waterfall
Lower Whiteoak Falls is 2 miles round trip with 500 feet of gain, rated easiest by the park. Keep right at the Cedar Run junction and follow the river to the lower cascades. Dogs are welcome on a leash. There is no activity fee, but the park entrance fee applies.
From the top: the upper falls
Upper Whiteoak Falls from Skyline Drive is 4.6 miles round trip with 1,040 feet of gain, rated moderate. You descend first, about 2.3 miles to a ledge facing the upper falls, and climb back out at the end when you are tired. Leashed dogs are allowed.
All of it: the circuit
The Cedar Run and Whiteoak circuit starts at Hawksbill Gap lot (mile 45.6) and links both canyons: 8.1 miles and 2,794 feet of climbing, rated very strenuous, with several stream crossings.

The pattern is clear: stays in Syria are minutes from the bottom and more than an hour from the top, and the park lodges are the reverse. From Skyland the upper lot is about 3 minutes away.
